It's a confusing interface. It got me too when I first saw it. These are the steps in order to upload an image from your computer:

You can always use the old uploader UI by clicking 'Basic Uploader' (This can also be set in the User Control panel to be your default)

Nice shiny logos.
If you upload an image more than 800 wide or 800 high the forum automatically resamples it down to 800. It uses a particularly shoddy JPG compression. That's why it's better to upload something at 799 and make sure it's nice and sharp.
