goto actions not working

Ok, I have a few buttons all on the same layer and each one has a goto action on it that requests the playhead to goto and stop at a different labeled frame in the movie. Everything works just fine when I do a control test movie, my problem is it doesn't work all the time when it is on the web. It seems to work after a few tries but it usually goto and stops at the wrong spot in the movie.
Its driving me crazy, any advice would be greatly appreciated,

u have the correct path ?
is any .swf loaded into any levels. ?
