    Although i'm not too familiar with PS, i bet this is not a light effect but a thickened shadow (white color) with a gradient applied to a solid triangle object; then simply put behind the layer (only the shadow of course) containing the guy's image.

    Here swizz, try this:

    1) New layer, above/below whatever layer(s) it has to be, to be where you want it in the image.
    Create a rectangular selection and fill it with a Linear white-to-black gradient -- top-to-bottom.
    Set this layer to Screen Mode.

    2) Apply a Motion Blur set to about 25. The angle should be 0/horizontally flat.

    3) Under the EDIT menu choose Transform>Perspective. Grab one of the top corner control handles and drag it inward until the top is as wide as you want it to be. Press the ENTER key to apply the change.

    To fully complete this effect though you'll also need to illuminate the ground/surface that the light is shinning on. This was not done in your example image.

    TAKE NOTE: whomever did the effect in your example image applied it incorrectly. On a spotlight, the shinning light nearest the light bulb/source has a harder edge to it, and the light shinning furthest from the source has less focus on the edges.
