The Kai vector effects plugin is Adobe Illustrator only. The plugin interface for Illustrator is much more complicated and nothing like that used in Photoshop so was not adopted elsewhere.

Which effect in the vector effects plugin suite is required? perhaps we can come up with a method that Draw does natively.
