Do you mean the Toolbars? If so...go to View and choose Toolbars. The Toolbar window will pop up. Make sure the default tools are checked:
Standard Toolbar
Tool Palette
Color Palette
Status Bar
Tool Options Palette
Layer Palette
Overview
If that is not what you meant, can you be more specific?
