Hi ET. You can enter them in Web Properties / Website & Page Tabs.
On the Website Title give your site a meaningful name such as "York Antiques" then in the Description "York Antiques specialises in the Roman period".
On each Page Title give your page a meaningful name such as "Helmets" then in the Description "We have a large collection of Roman helmets ..... etc".
Both Tabs have a section for Keywords but I believe these have now been mainly depreciated in SEO.
EDIT Just reread your post and you're asking about Image tags.
Select your image and Web Properties / Image Tag
Add an Alt tag i.e. "Roman Shoe circa 327 AD" then in the Image Filename add "roman-shoe-327ad".
The image will then be saved as shoe-327ad.jpg and not 3256.jpg (which is totally meaningless to Search Engines but 'roman-shoe' is).
