I am beginning to think pro+ has issues with some hardware - i am going to check this with my other rigs, one of which is RTX20 and the other is intel graphics [laptop]
I'm on windows 10 20H2 but that should not make a difference

ok got it - it's a visual C++ redistributable issue - something squiffed in my desktop installation [as far as pro+ is concerned anyway] - rolled back the build and the guides are fine
on installing originally it asked to update visual C++, twice in succesion, which is thinking abouit it suspicious - installing on the rolled back build, it did not ask to update visual C++ and the guides work....
there ya go... time for some houskeeping...

No problems here either HDbtw - it seems in pro+ I can neither hide the guide layer, nor drag the guidelines to new positions both of which i could in ver 15/16 ... ?

well turns out to be simple, and actually not new - if you have the outer margin set high [upwards of 16000 pix, it seems to vary] then the guides mis-behave;
was the same up to a point in ver 15.1 - I just happened to set up a default template in pro+ with a high outer margin value, don't think I ever noticed it before, or maybe forgot... like you do... I think...
