Oops, Never mind! I think what is happening is XWDP is reducing the size of the image to the object, or container, size. So a photo that might be 700 px wide is fitting into a container that is just 240 px wide. I think WDP is resizing or optimizing the image to reduce its size (even though I haven't asked the program to "Optimize" the photo). I was expecting the higher rez image to simply zoom with the larger page (page is larger than design page width). I don't suppose there is any way for WDP to not do this.
