I don't think I was very clear [so unlike me, I know ]
the calender starts at the beginning, but calenders don't have '0', unlike elapsed time, they start at day one / year one
that is for practical reasons so all the '0' '1' '2' are together as a decade, otherwise it would somewhat messy for those not used to thinking about it mathematically
they still have the same number ofdecadesyears, except for the very first, which does a 'february' so to speak, and only has 9
