Use the Clip tool to remove the frame & it only leaves the photo.

If I want to stretch the photo or reduce its height, it still moves within the frame. I want to see if a cross stitch pattern still looks good if it's knitted. A knit stitch is wider than it's height so I have to reduce it's height while the width stays the same. That is what I can't accomplish.
which version of the program are you using ?
in the selector tool right-click on the lock aspect ratio button and see if there is a smart transform option ticked - if so, untick it
do the resizing with the selector tool, not the photo tool
