Is it normal for not having these layers

When I start a new project, MouseOver and Mouse Off including Page backgound and Pasteboard background does not appear in the page and layer gallery.

All I get is

Just copy & paste contents into a new web document.

In Page Options > General select Web Document from the Document Type list.

But if you have not done too much work, Boy's suggestion is better. Because you have to rename layer one MouseOff and add a MouseOver layer.
