But of course. In the Page & Layer Gallery, un-lock the Page Layer. Select the page and add an outline.
The page needs to have a fill color applied even if it is the same color as the pasteboard background.
Annoyingly, adding a color to the page also adds a drop shadow. You can remove this by selecting the page, selecting the Shadow Tool, and clicking the No Shadow option on the Infobar.
Then lock the page layer again.

One thing that bugs me about Xara is the way it defaults to a drop shadow on the page layer. I could understand this on a graphics page (pre website documents) but I don't won't it as a default on web pages. Even going Utilities / Options / page Size / Page / Un-ticking Show Page Shadow / Apply doesn't always adhere across pages. By default page shadows should be switched off.

Egg - I have complained about the web page shadow that comes back even when you have turned it off if you make any changes to the page.
