well that's me out of suggestions - except to say that excel is not a xara supported file type [ie: you can't open it or save to it], so the xara program will rely on something else to read it in an EMF format and if that something else is not on your desktop then the option may well not appear - so, same windows OS?, same browser? with same settings in both cases? excel installed on laptop but not on desktop? ... that sort of thing...

Deep in the Program folder is a file, EMFFilter.dll, that, I guess, handles EMF Imports.
If you have this file then it is probably not properly registered.
A quick fix might be to Run as Administrator the once.
Failing this, raise a Xara Ticket.
I have EMF Import in XWD10P all the way up to XDPX15.
