    - Use the Rectangular Region Tool (the dashed rectangle in the second tool row)
    - Draw your rectangular selection over your source bitmap (the bitmap from which you want to copy)
    - Change to the Selector tool (the normal mouse pointer arrow)
    - Select your source bitmap (click on it)
    - Press Ctrl-C, Ctrl-V (alternatively, Press Ctrl-K for "klone")

Four clicks and one key press, holy kamoly.
    Clone your image (Ctrl+K).
Select the Clip Tool (Two key presses).
    Stroke your rectangle (Click-drag-release).
Click the Clip button (One click).

Hiding in plain sight. Explaining the Clip tool over the Rectangular Region tool is simpler.

Either approach is non-destructive as we have both produced clipped views that can be un-clipped anytime.

I still use the Cookie Cutter method more ofter:
    Clone image.
    Draw any closed shape.
    Move behind.
Shift-click to select the on-top image with the underneath shape.

Hit F2 if not already in the selector tool.
Drag the picture to where you want the copy to be placed and while still holding the left button also click right and then let both go to create your copy.
Double click the copy to go to the photo tool.
    Drag your rectangle.

While in the Selector Tool. You only need to right-click on the picture and drag & drop to where you want the copy to be placed.

    Now that's efficient.
