I tried it on several Windows 10 PCs with the same results. When using the scroll bar to pan down to the bottom of a page (and in this case only to see the full content of the pop-up) the pop-up suddenly disappears, which surely can't be 'normal behaviour'. This does not happen in MS Edge, but does in other browsers.
Is this not happening for you?
I should add that this is when I simply added the link as a pop-up layer, not using the perhaps more robust 'Link to Web or Email address' method you have described above. When I use your method the problem is no longer evident, so thanks for letting me know the alternative. I still think the behaviour using the basic pop-up link is a little quirky to say the least.
Cheers,
Frank
