Is there a way to set the rulers always on in Photo & Graphic Designer 365?

You can create a custom template that contains most of your preferences and then File > Save Template and check the [X] Use as Default Template. Then any new documents you open will use these settings.
I have a template I have named Gary's Page and this is my default template.

Yes, open a blank document at the size required. i.e. a 960px web document.
Hit Ctrl+L to show the rulers.
File / Save Template
Save as Web Page 960px
Xara may prompt yo that the file already exists, overight?
Hit yes.
If you want this document to be your default template when you click File / New
Check the save as Default Template.
But hey, what's the problem with the keyboard shortcut Ctrl+L to toggle the ruler on/off?

What I do is use the buttons Palette (this may only work for Designer Pro I'm not sure) to place a button on my toolbar to toggle the rulers on and off.
