Not directly in Xara Larry.
It can be done using some type of Flash software. In my demo I use Hippani Animator. It's an html5 animator program.
I placed the html file it created into a rectangle placeholder on the Pasteboard layer.

Hi Larry, attached is a different moving background. The coding that you will find in the placeholder body section was provided some time ago by one of the following gurus, either Egg, Acorn or Siran. I cannot remember who or in which thread. It is called the pan Ken Burns moving background.
