I do not know how to fix your file but someone on the forum may know a way. I tried to open your file in P&GD11 and got the same error message then Xara crashed.

I tried to open the xar in Xara Designer Pro X 10. I got the same error message however the file opened. It had numerous (replicated?) Mask layers.
I suggest you send the file to Xara Support.
EDIT: Looked at it further & tried to copy just the base layers but kept coming up with Out of Memory errors.

I've just tried using Expandxar.exe (Xara Xone Shareware Page) and that fails to sort it.
Stymied, so raise a ticket with Xara.

I did submit the above file to Xara Support.
I did further testing and found that files created from the first of June had problems. They produced errors in Windows 7 when opening them.
I suspect I originally edited and saved those files in my dropbox account using a new Laptop running Windows10. Those files published to my webpage had no errors when viewed in a browser. I took the Laptop back two days ago and got my money returned so I am unable to do any further testing.
