Hi everyone. I'm trying to create a website with a logo image slightly covering the nav bar on the left hand side.
Is it possible to insert the repeating logo on a layer on top of the repeating nav bar layer?
Any help is greatly appreciated.

Typically only if the base of the logo is flat.
If it is angled the boundaries of the logo are the smallest rectangle it fits into.
Too much and it covers the NavBar buttons
You could make a slice of the logo a part of the NavBar.

Can you post an image of what you are trying to accomplish. Maybe there is another way to do this.
Putting anything over the nav bar can cause problems with the nav bar. But maybe I am not visualizing what you want to do.

So the purist in me would suggest you slice the logo vertically through the R & A on the top right and the across the top of the top text for the right slice only.
You then have a top right notch so the home button is totally freed.
