The icon now looks like this:
Normally, it's hiding in the flyout where the 'Enhance photos' icon is.

The live effects do not work with the 64bit version, you need to use the 32 bit version
Not entirely correct Grace. The included FX filters in 64 bit work, but not most of the other 32-bit filters.

As Gary has said there is no support for any filters other than the 11 built in filters in Designer Pro9 64 bit however you can run both the 64 bit version and the 32 bit version on the same machine, just not at the same time. If you have purchased a license for DP9 you can download both versions.
What I do is apply the effects in the 32 bit version and lock them (this is important because the 64 bit version can not generate them) then close the 32 bit version with the document still open. Then when the 64 bit version is opened it will open the document yo had running in the 32 bit version and you will see the locked effects.
It is important when doing this to make sure the live effects resolution in the 32 bit version is set high enough for your intended purpose. For example if you are preparing a document for print you are going to want the resolution set at at least 300 dpi

Thanks for that guy's, mystery solved, though it seems like a pain to go through 2 programs just get the effect that I could if I had stuck with Designer Pro 8. I think my next software update will be to another provider.
