Are you after Web Properties... > Website > Other --> untick "click to page edges" and click the OK button?

I should give a further description, I tried what you suggested , Acorn, and nothing happened but the background going all funky(Using a custom script to give the top of the page a different frame, and have the body seperate with ribbons on the sides)
The content I am trying to post is actually a twitter feed :

If the item extends beyond the margin, for it to still show there must be a part of it still inside the margin.
Try something crude like Soft Grouping with a near clear rectangle that the widget sits over and see it that helps.

Or place a transparent rectangle on the page that extends off the page and group your object(s) to the transparent rectangle.
Or, cheat. Make the outside margins of the page the same color as your background. The effect in the browser will be the same.

... ensuring you place this rectangle at the back of other element or it prevents roll-overs, which is why I suggested Soft grouping.
Since I posted, I've found it only works for a normal grouping that makes me think it is not a fully viable solution when the off-margin part has effects or a widget.

Simplest way.
Make the Page background transparent.
Set your Page size wider to cover all shapes and text.
Add a "pretend" background to the MouseOff layer that has your widget "off-page".
