Layers not available--Cannot swap Image on mouse over

I am using the trial download to see if I want to purchase this product. I am having two issues.

1. I want to work with layers. However, under Page and Layer Gallery there are no Layer buttons. I have rebooted as well. I have attached a screen shot.

2. I cannot figure out how to do a mouse over on an image and have it replace the image. This may be related to item number 1 above about layers.

I would really love to figure this out today.

In the Page & Layer Gallery, click the little triangle to the left of the page (see attached).

To add something to the MouseOver layer or a new layer, you have to select that layer and then cut and paste, or copy and paste, or just create something on that layer.

Then go back to the MouseOff layer.
