Is anyone aware of a way to prevent an end user from changing the aspect ratio of an image

It's not possible to stop people changing images once they have them - after all you know how easy it is to do with Xara or any other software..

Usually images are supplied as part of a style guide with explicit guidance about image sizes and placement together with dire warnings not to ignore the guidance.
