That only works correctly for buttons that aren't located in a fly-out menu to begin with.
If you move buttons around that are in a fly-out menu, the Shape tool for instance, the icon in the menu where the button was originally located also changes with it. You also can't get rid of a button that's located in a fly-out menu, so you end up with duplicates as well.

i put all the buttons from a fly-out menu into a toolbar and dispense with the flyout one

tptb probably thought it was a move to screen space efficiency
but all it's really done is annoy people
(those that have expressed a preference anyway)
(of course there will always be voices in the wilderness telling us the flyouts are the best thing since the immaculate deception)
