    Default how I can do this effect

    I send a image of popeye printing in a sport gray t-shirt.
    How I can do the effect of the shadows?

    one way would be to draw shapes, give the shapes transparency and some blur...

    If you want to do it all in AI do what Handrawn states. Make the shapes slightly larger with a flat Opacity and then go into the Effects menu and apply a Gaussian Blur. Sometimes it is better to use Illy to draw all the outlines and shapes and then to the shading in PS if you want finesse in the shading. Illy is far quicker place to do the outlines and main feature but it is harder to get the radial shading in the areas you have outline but it does a reasonable job of it.
