Navigation bar issue

Why when I place 2 navigation bars on the same page the first one works correct untill I mose over the second one how can I fixed example http://www.thecostaricatoursite.com/...atv-tours.html sorry if placing url was not aloow i dont try to advertise just try to fix this error.

Odd. The first time I tried the bars they did what you described. I reloaded the page (F5) and the bars work OK.

They work fine untill you mouse over the other bar so I'm kind of stuck there since the sithe grow so much and actually need those submenus all suggestions welcome

Dont really know what was wrong but I delete the top Nav bar and started from 0 and now look like is working lets see, hopefully was just that.
