I am wondering if my trial version does not include full functionality because I am not getting that settings window when exporting an animation.

The trial is fully functional.

Press Ctrl+SHIFT+X
Select filetype GIF
Enter a file name
Press 'Save'
The GIF export options dialogue will appear.

OK jagiv, what you got was correct just enter the name and where you want to save it to and click save then the other box will come up.
