I mean, How can I add a single photo into a Frame and expand it when the mouse is over or even mouse click ?
the default PHOTO Galleries don't help me.. I need to create new one, but don't understand how works..

Import the photo into Xara.
Reduce the photo to a thumbnail size.
With the thumbnail photo selected, open the Website Properties > Image tabbed section.
Check Pop-up Photo and set the site you want the photo to be when it pops up.
When you preview the page and click the small thumbnail photo, it will pop up a larger photo.

In preview mode this work fine.. but when I publish the site in the server, don't work very well

the page finish loading but you must wait a lot of seconds to the POPUP works... and some times works fine, and other simply open the picture in a separate window... without zoom effect.. or simply show the preload effect and nothing occurs..
What's happend ??

Your images are too large. I downloaded one and it was over 600K. It should be closer to 60K to open quickly.
In the Utilities menu, select Optimize all JPEGs. This will make the file size smaller and the page and images will load faster.
The gallery looks great.

My ISP must have been upgraded files of that size would normally load like treacle
