Yes you can. Add a link to your page. Either text or graphic is fine. Select the link (it is not a link yet) and open the Website Properties > Link tabbed section.
In the Link to PDF, etc., section browse to the location of your PDF file. Select the PDF file and click Open. Then, and this is very important, click Apply. If you forget to press Apply the link will not be made.
When you publish your site, a copy of the PDF file will be included. And when your visitor clicks the link, the PDF will either load in her or his browser, or he or she will be given the option to open or save the file.
