Site navigation bar, where should it be?

I'm using WD7 Prem including updates.
Where should my Site navigation bar be? in the MouseOver group
or the MouseOff group, or can it be included in both groups?

my navigation bar does not work all the time, sub links do not show,
I move it around from time to time (slightly) which seems to work
most of the time, ................. Andy

The navigation bar should be on the mouse off layer. The nav bar is soft grouped which means it can exist on two layers and this includes the mouse over buttons.
