HOW TO make site a Fullpage?

How do you set a webpage as fullpage screen? Example below :

You can make your page size as large as you want. So make your page size larger than the average monitor size.

I know that I can resize. I'm referring to a fullscreen view that is safe to view on all browser. Any specific in pixels?

Uncheck "clip to page edges" - found under utilities >> web properties >> website tab

Determine what the larges screen size is and then make that your page size.

Or, and this is easier. Make your background and your page color, or texture the same. The background color or texture fills the entire browser.

Btw, if I inserted a PHOTO image flash that I created and I want it above my background as fit to the edge on the right or left of the fullscreen page. How do I do that? Thanks for the replies.
