Screen blinks(flickers)

I am nearly done with the site, and now the screen blinks(flickers) when I type or use tools. THought it was the video card... nope. Added Memory... nope.
checked older projects, and there is no issue.
What could I have "turned on" to cause the program to blink everytime I use a tool?

Does this happen all the time?

I have noticed that some times if Windows is downloading and update I can get something similar.

Yes, I'm getting some of that too. Happens in both versions 6 and 7. Seems to occur when using large files - 12.5 MB in my case with large bitmaps, transparancies etc. Windows XP 32 bit, meg. ram. , Invidia Quadro 4 with latest drivers.....driving me nuts!
