I created new layers by duplicating my first layer, however now when I change the picture on the first layer it changes all of the other layers, what am I missing.

With designer pro 6 try highlighting the image, then go to arrange / stop repeating. With 7, right click, stop updating.
I'm using 7 and stop updating is faded,
not an option.
Could you attach it to a post to get a look at it? Is it a "live copy"? I'm not totally familiar with the live copies yet if so, but will take a look.

I tried copying the photo of layer to 2 and pasting on layer 3
I'm missing something. When I copy from "monotone photo 2" to "monotone photo 3", they don't appear to change when I edit either one individually. Maybe you have "edit all layers" on and are selecting them both at the same time?
Ahhhh.. update as in replace, not edit ?!
I can edit the zoom individually with the fill tool, but when I replace photo, it replaces both.
