Feedback-Button or Icon constant on right (or left) border of browser window

Hello,

I want place Feedback-Button or Icons (Social Networks) constant on the right (or left) border of browser window. I think anybody has seen this already often on the web.

Is this possible to make with WD7Pro? For example with layer?

It would be perfect if it stays constant on left or right border, even when browser window is rescaled.

Any ideas? Thanks for any help.
