Hello

I've noticed that if I use the Alt setting in the Web Properties>Image > Image Caption (Alt Text), the tag does not stick. The only way it will appear is if I choose the same setting but from the mouseover menu. Am I confusing the two terminologies?

Yes you confuse attributes. The hint pop-up is a title attribute and is set on the mouseover tab. The alt attribute is used when images are disabled in browser, for accessibility, by search engines etc.
Your confusion comes from the fact that IE uses alt for the pop-up, if title is not set. But this does not follow W3C standards. So to make results consistent in all browsers we force IE to behave correctly and only use title for popup.
