Why did my webpage looks like this?

It appears there are several versions of your website on the server.

In IE9 the Eval.htm file is shown when clicking on your link and the page looks normal with the support files (javascript, css, and images) in the eval_htm_files folder. When I click on your menu to view the other pages they do not render correctly. When viewing the source for those pages the folder for the support files is home_htm_files which does not seem to exist.

When I visit your link using any other browser I get a server page rather than your "eval.htm" page. See attached image.

By selecting the eval.htm file shown in the server page I can access your pages and they render correctly.
