The stamp effect will require the most work, that is unless you can find a suitable grunge font
The "light shadow" can be done in a couple of ways. The sinplest being using the transparency tool.
I don't have time right now but later I will put together a mini tutorial for you.
Hopefully you have the background seperate fron the type and figures, If not we need to know so most of us can best help you.
If you are going to create something like this from scratch, do it in layers, that will simplify things, because the transparent "bubbles", will show over the figures and type as well That is unless they are brought in front of your "light bubbles" or otherwise trimmed to fit.

You don't need to use a filter! Have a look here for bubbles: http://www.xaraxone.com/webxealot/workbook46/page_3.htm
For the text effect have a look here: http://www.xaraxone.com/webxealot/workbook03/page_3.htm

Over many years Gary has produced many workbooks and the Xone is a great resource which all members should use if they get stuck with a problem as all the tutorials are wonderfully explained.

    Very nice beretgascon, Good effect.
Here is a scan of one I did a long time ago. It's small but it shows the effect as I saw it at the time.

    Hi Beret.

I tried to follow your instructions but when I get to the Bitmap Tracer part, after that, things do not work the way you explain.
When I use the Bitmap Tracer, my image is a lot grayer than the one in your instructions (see pic attached) and then I cannot CTRL+Click to delete the white background.

Something is not working the way it should or I am not doing something correctly.

EDIT: I think I have worked out that after clicking on 'Trace', you have to click on 'Insert'. I also had to save the image and re-open it, after adjusting the bitmap levels.

EDIT again: Well, you can see that I managed to create the effect. Thanks Beret.

Thanks beretgascon that worked like a charm, and the best part is it's 100% vector
