I don't think it's possible to move stuff like this in WD, although it would be pretty sweet if you could. I think you'd have to look at a jquery or flash method.
You could simulate something like this with mouseover popup layers.
The movement would not be as smooth thi it would be almost as effective.
If I get some time I will create a small example.
I gave it a go, see attached. It's nowhere near as slick a result but it might do. The left panel is just a straight popup, the right one I experimented with fades.
Edit The save file attached is screwed up, it should have a black background but when I reload it it's going back to white. Just drag black color onto the pasteboard.

This is a very cool look and idea to think about incorporating variations of in future sites.
I DID have an issue with the .web file that seems linked to the bug where a black background will be shown but after closing and reopening the file it won't actually have a black background - so in this case, you see the black rectangles actually moving over a white background, which destroys the effect - but drag black back out there on the background and it works.
Don't know if it was that bug (which was confirmed) or just that the background was not set to black in your example. But if someone goes to look at this and sees what I did, here's how to fix it.

Would be great if moving objects, like fading them was made possible in future versions.
Here is my contribution.
One possible solution is to create a Flash animation and place it on a pop up layer.
You can set the number of loops to one. It gives the same kind of slow damped effect. Flash on pop ups does not play in all browsers. It does not work in Opera.
I have encountered a problem though. With one loop, it opens and resets when you click off the image. But it does not play a second time.
Perhaps John will have an answer when he checks back in.
