What do you mean by "Layers Palette"?
There's a gallery that shows you a hierarchical view of the entire document, showing each page, the layers on each page, and the objects on each layer (and if an object is a group, the objects in the group).
You can toggle visibility and edit-ability of each item via the eye/lock icon. Additionally the Solo icon shows you only that item (here showing only things on layer 1).

And it has all sorts of new stuff in it - locate view, which allows you to click an object on the page and have it follow on the Page and Layer Gallery and solo, which allows you to look only at a single layer or a single object, which also works as a drag operation, so you can actually drag across the layers with the Solo button and see each one solo'd as you pass over it. These are two of the new things. The full features of the Xtreme Pro 5 layer gallery are in there as well. I did a vid on this which you can check out in the video sticky post. Only one feature found its way out in this version and I think it's a bug, which I've reported, which I hope will be fixed - moving softgroups from one layer to another with a drag/drop in the page and layer gallery no longer works without first un-softgrouping them.
Anyway - I can't imagine going back to a version before 5, without these layer features.
The SOLO- drag feature is a real stand-out innovation. It really makes finding small and hard to see objects in complex images a much, much easier.
The new PAGE gallery is the old layers gallery, turbo-boosted.
