stuck with photoshop cs4 tutorial plz help

Hi
I am newbie to Photoshop CS4 and I want to move the layer "color" a little to the right but it does not respond to me even when I use ctrl+T !! any solution to that ?

also I can not draw in the old layer or new layers !! , why is that ?

I tried again and it work !! dont know why it did respond to me before !!!
