I basically want to make a diamond shape and have many small circles border it like lights. Like the Welcome to Los Vegas signs. How can I make the circles follow the outline of the diamond? Text can flow to a curve - can shapes?

Welcome to TG,
Here's one way which uses an Alt character (alt+7) for the shape and thus enables fit text to curve (or shape)
See attached.
Another way would be to create a brush. You can edit the brush and have the circles on the line, to the left, to the right or alternating and that's just for starters.

if you make a blend of two circles you can fit that blend to a curve [line or shape outline]
in the second two examples the blend is fitted to a clone shape of the diamond that has been made larger and then 100% transparent, so you do not see it
the blended circles are identical here - but they don't have to be of course...

Attached, here's another way.
Edit: I see Steve J beat me to it!
