It is quite easy to get a popup on mouseover, but that popup disappears when the mouse is moved.

Is it possible to get the popup to remain and have a link to close it.

alternative is it possible to have a link which brings up the popup and also have a "Close" link on that popup?

One of the tweaks does what you want with popups.
