I have a question: I want a border around the IFRAME, but when I do that, you can't scroll it anymore. I don't mean the frameborder tag but a border I want to create in Xara (see the horrible, quickly made example below)
I tried to put the border on another layer, but that doesn't work...

Not sure I understand, but make sure the border bitmap is below the IFRAME, I've done them with and without borders and they scrolled OK when needed.
It doesn't work because you have covered the IFRAME with transparent pixels of fill area from your brush border bitmap.
All bitmaps are rectangles whether some of the pixels are transparent of not, they are still full and filled rectangular areas.
The only way to get the affect you want and retain access to the IFRAME for scrolling, is to slice the bitmap into separate narrow rectangles for each side/edge of the border.
