I agree, iframes are better - however your div example still doesn't do what mljk has asked the question "Can it be done?"
John's example is similar in first appearance, but not the same as cssplay.co.uk/layouts/body5.html
At cssplay.co.uk, the header graphic is stationary no matter the size of the browser window.
Try it, stretch and pull the browser window to any size.
The four div columns are also dynamic, they expand or shrink to fit the browser space, the main browser window never generates a vertical scroll bar.
John's example has the scrolling content alright, but that lovely header graphic also scrolls and disappears when the main browser window vertical scroll bar is pulled down.
The div columns are also fixed width/height.
Personally, I prefer John's method and that's how I would approach something similar.
I still don't get it.
What was asked in the first post? To have a fixed header (that doesn't go away when you scroll), or to have a dynamic page layout?
Or to have scrollable frames?
Everything except dynamic flow can be achieved of course.

since the site content frame is not wider than 810px the stretch header is not what i am after,
and yes the lovely header sticking is the idea.
