Font Issue:

There must be thousands of serif fonts similar to this example, that with a bit of tweaking will get you something similar to what you want. But without a better quality image, whatthefont, as adejesus has said, will draw a blank.
I chose Angsana New an open type font which I altered by changing the tracking and stretching the font vertically. I then cloned it and gave it a slight white contour and placed it underneath and added a drop shadow.
Most of the letters are a pretty good likeness.
