Is it possible to customise the popup photo border in any way, ie to change the border fill from white to another colour? or to substitute the close button or lose the black hairline surrounding the frame etc

Not at the moment.
This has been asked many times because it such an obvious thing to want to customize.
Currently the only way to get a customized popup photo frame is to create one yourself on a new popup layer and link your thumbnail to that (popup) layer.

The popup layer is one I've thought of but doesn't have the same "auto positioning" that the popup photo does, because no matter which thumbnail is selected using the popup photo the subsequent larger image is always centred in the best position on screen relative to where the thumbnail is but this doesn't happen with a layer (as it needs to be positioned manually and depending on where the page is scrolled this might not be the best place (if you see what I mean)... Or maybe there's another way...???
also correct me if I'm wrong but aren't popup layers loaded before needed so if you had a lot of photo layers would they all get loaded when the page loads?
