What kind of images are you wanting to make comic-like? Photographs?
There are many PS Filters which can achieve similar effect. Posterization is a common method, as is hand tracing (rotoscoping) in XaraXtreme, CorelDRAW, Illustrator and other vector apps. Som auto-tracers can do an adequate job if it suits what you are after.
Tracing is also posible in raster applications suchs as PSP and PS.
It's a hard ask, because many comic styles are not repeatable by simple filter or conversion techiques as they are a hand-drawn style of a particular comic artist.
You might like to look at this freeware rotoscoping program to give you a start. (Won't work with Vista)

I duplicated the image on the top layer i ran Edge preserving smooth. on the bottom layer edges find all, then moved this layer to the top and changed mode to overlay. Drawings usually have smooth texture less colours and a strong black outline. This might not be be what you want but its a starter
