As handrawn notes, you don't need the .REG patch to change your templates (just follow the steps below). What the reg patch does is make it so that every time you open a file, your defaults are in place the way they were when you saved the file. Without the patch, the defaults will be there when you start a new document, but when you save and reload, they'll be gone.
Run the .reg file while Xara is not running. If you do it while it's running, it won't have any effect.
To change the template, open up a new document and then make the changes you want to line width and so on. You may or may not see a warning box telling you "No objects are currently selected. Do you wish to make the BLAH a current graphic attribute?" (where BLAH is whatever you just changed, like line width). If you see it, click the "Set" button. If you don't see it, it's just turned off, no big deal. (If you select the "Quiet" button, it'll set it and then stop asking you if you're sure).
Once everything is set up the way you want, do File->Save Template. Make sure that you check the box that says "Use as default template" so that the template that you save will be the one used when you do FIle->New.
You probably want to save the template with a name different than anything in there, so that you can fall back to the built in template if you need to.
