Well if it makes you feel any better, I can definitely agree that more sophisticated layer handling would be beneficial for the "Pro" users.

Like to see page specific layering and guidelines, and Master Layers (would help in makeing for titles, headers, and footers) as well.

I can't see, that Xara would be willing to reconsider principal decisions in their code/datastructure.
To be fair: It's cost intensive to change the internal datastructure.
Therefore I wouldn't set hope in this nested layer thing.

xara should be kept simple to use, i don't want to see it end up like illustrator slow and cumbersome.
