    If you mean 'How do I make a small crappy image into a large high quality image' ? Can't be done.

    If you mean 'How do I resize an image to larger pixel dimensions (resolution) without loosing quality'? Then PhotoShops 'Image Sizer' (Alt+Ctrl+I) is the general tool for this.
    However the so-called 'Industry Standard' for image resizing/enlargements is 'Genuine Fractals', which plugs into PS.

    However - there will always be a quality trade-off no matter which method is chosen.

    why do you need to do this - what sort of image do you have that needs processing and what for ?

    this is a complex area full of mis-understanding
